The Philadelphia Compact is a coalition of city agencies, family and youth, community leaders, faith-based organizations and service providers working together to implement the goals outlined in the final report of the Blue Ribbon Commission on Children’s Behavioral health (BRC). The BRC was charged with developing a framework to promote wellness in all children and to effectively treat children with a range of behavioral health needs.

All who join the Compact recognize these six goals:

  1. Children's social and emotional well-being is the responsibility of
    the entire community.
  2. Children and their families are treated with dignity and respect, and
    given a voice in how they are served.
  3. The tools needed to promote prevention, early identification and
    early intervention are widely available.
  4. Children and families are able to access affordable, quality services when and where they need them.
  5. Supports and services for children and families are effective and
    provided by skilled and knowledgeable providers and staff.
  6. Greater collaboration by all those serving children and their families
    produces seamless and coordinated services, ensuring that no child falls through the gaps.
